The error message (key not accepted) is about whether Steve has an SSH account, not whether he's added to the debian-science project. Steve, I don't think you can use a guest account (herein referred to as porting account due to the confusion between guest accounts in LDAP and -guest accounts on Alioth) on Alioth; you should be SSHing with your capper-guest (or whatever you called your Alioth account, if you've registered for one) account.
