statsmodels 0.9 (#931540) turned into a bigger job than I was expecting 
(in general packaging cleanup, not because it's a transition), but is 
now almost ready to go - probably tomorrow if there are no unexpected 
issues.

I then intend to look at pandas 0.24 (#931557), but suspect that may be 
too much to make the Ubuntu freeze.
