Unfortunately, I have "Developer" permission, and it seems I can't create default branch (and no "Settings" menu in the left side). So I had made a new repo under debian, and it seems I have sufficient permission (ans "Settings" menu is there). https://salsa.debian.org/debian/sentencepiece I'll take it and ask someone transfer to science-team.
