In the same spirit as a recent ITP for qiskit-ibmq-provider [0], this module was previously included in the upstream Qiskit terra package, and is now available as a standalone module (more details about the splitting of the currently packaged version into smaller packages can be found at #933060 [1], along with recent updates to the qiskit-terra debian repository [2]).
