Use the dfsg version for ntp uploaded to experimental
Both 1:4.2.8p13-1 and 1:4.2.8p13+dfsg-1 were uploaded to experimental,
the former proably by mistake without removing some non-dfsg compliant
files. As such mark the intended version as the fixed version even the
former entered first experimental.
