CVE-2019-1297{7,8}/imagemagick: no-dsa in jessie

Both issues seem to be irrelevant from a security standpoint.

CVE-2019-12978 does not need much explanations, the issue is quite
simple.

CVE-2019-12977 is a bit more complex, I have provided some comments on
the Debian bug report.
