it is normal.
I am almost sure that you are using grsecurity patch.
When you compiling kernel - what group you set in grsecurity ? 1001 ?
or else ? add your login user to this gruop add relog to system.

If you are using new kernel 2.4.25 [or newer] with newest grseurity patch,
there is some stupid thing [there are no controle for special group] -
there is no said explicitly this group. This gruop does not exist.
I dont know how to enable access for normal users to acces this datas.
