No, dpkg supports signatures in packages now but since packages aren't signed yet it can't verify then and it will abort. This is indeed a somewhat surprising new behaviour if you don't expect it, and you can disable it by using --no-debsign on the commandline or in /etc/dpkg/dpkg.cfg, or by removing the debsigs package.
