You have in the "/etc/hosts.deny" this:
ALL:PARANOID
Try something like this
"/etc/hosts.deny" => ALL:ALL
"/etc/hosts.allow" => sshd:ALL
For more information "man 5 hosts.access & man 5 hosts_options"
