For those following this thread, linux journel had two articles about IPSec. You can see them here:
http://netsoc.tcd.ie/~fcleary They are around 3Mb in size; being scanned jpegs. It's a fairly good guide to frees/wan, and should get you started. I haven't tried IPSec yet as ssh is good enough for me :). Mind you, the latest Linux Journel has that mad SGI machine (64 processor and .5TB RAM) on the cover. The articles in it are fairly good, so have a look through it if you see it in a newsagents, etc.
