"Debian maintainer" is the same as "Debian developer", apart from sponsored package maintainers (of which you're not one). I'd say that the normal interpretation of "member of the Debian Project" would be anyone with a key in the Debian keyring, i.e. Debian developers. This can certainly include documenters as well as programmers, although it's a little less conventional and a little more difficult for people to join for reasons other than packaging, mainly because the number of people available to mentor them and check their work is much smaller. To answer one of Martin's points further up the thread, there are some developers whose main interests lie in documentation systems.
