OF course, we'd have to kick around some policy-type ideas to determine a sensible directory/URL structure, but that's small fry compared to XML Catalogs and /usr/share/xml. Someone ought to be assigned the task (via alioth) of initiating the discussion (which should be on debian-sgml), and summarizing, when necessary.
