not for me , if  i reinstall docbook-xml , i have no docbook-xml.xml in 
/etc/xml

dpkg -s docbook-xml | grep ^Depends
Depends: sgml-data (>= 1.7.2), symlinks, xml-core (>= 0.05), sgml-base (>= 1.17)

As you see, docbook-xml depends on xml-core.  I don't see how you have
the docbook-xml package installed and not xml-core, unless your system
is pretty broken.
no my system is not broken, it is because i'm using testing packages, no 
t unstable.

so for docbook-xml version 4.2.7:
dpkg -s docbook-xml | grep ^Depends
Depends: sgml-data (>= 1.7.2), symlinks, sgml-base (>= 1.17)
Are you still having problems?  If so, please install the lastest
(unstable) versions of docbook-xml and let me know what you get when
you do this:
i download and install docbook-xml version 4.2.11
  dpkg -l docbook-xml sgml-data xml-core

ii  docbook-xml    4.2-11         standard XML documentation system, for 
softw
ii  sgml-data      2.0            Common SGML and XML DTDs and entities
ii  xml-core       0.06           XML infrastructure and XML catalog 
file supp

Also:

and it works
