Yes -- please file a bug against sgml-data for intermingling SDATA with CDATA entities.

Anyhow, I will query about this to SGML gurus so we can resolve it. Feel free to file a separate bug for this too to remind me. *** Finally, it would seem to be a bug that the character stream used by debiandoc-sgml is not specified. AFAIK, this fact right there is the number 1 thing right now preventing the "circle c" glyph from showing up properly in Russian. And we're not even sure how to resolve it until we know what the heck the charset is supposed to be by default in debiandoc-sgml. So please file that bug too!
