In DocBook, I'd like something like this:

      <para>Used for RDBMS weekly backup; see <xref

          endterm="proc.rdbms.backup"/> for details.</para>
    </sect1>

        [...]

    <sect1>
      <title>Procedures for specific hosts</title>
      <procedure ID="proc.rdbms.backup">
        <title>RDBMS Backup procedure</title>
        <step>
          <para>Insert a tape in the tape drive attached to the RDBMS
        [...]

... to generate a nice cross reference.  It doesn't, surely because
I'm using it wrong.  Can a kind soul point me the right direction?
