Hi, I've looked at Quilt and it indeed looks nice. Unfortunately, both Quilt and SGMLSpm are 'dead' upstream wise. Ken MacLeod (the man behind Quilt) has I believe simply moved on XML and so have his SGML:: modules. We now have XML::Grove and related modules (which I already have on my list of to be packaged for Debian) which also can handle SGML documents. I would suggest moving on to these XML based modules (which by the way I also plan for debiandoc-sgml once I find the time).
