I know TEI is not really as favored as DocBook, but it seems that a lot of people use it. I think the DTD at least ought to be packaged in Debian.
I don't know if there are any DSSSL or XSL stylesheets for it, those of course would be nice too. I note that Matej Vela had packaged this before -- it was rejected for some licensing clarification, but that shouldn't stop him. As a standard, it should explicitly only allow modification so long as it is clear that the modified version is different from what is upstream.
