I don't follow.  Is it sgmltools-2 which put this line in
/etc/sgml/catalog (the super catalog):

> > CATALOG "/usr/lib/sgml/catalog"


And what package exactly is responsible for making the
/usr/lib/sgml/catalog -> /etc/sgml/catalog symlink?
