The fact that it only affects some of Mozilla's CI while it seems it was put in place in response to Mozilla's CI asking too much would indicate the blocking is not efficient. Curiously, though, it seems there shouldn't have been much activity from Mozilla's CI on the date shown in that file (at least not large compared to some other days), so maybe it wasn't in response to that, in which case we are collateral damage, reinforcing the point made by Noah.
