Thanks for your help. This disk is destined to be a boot disk, so
I tried using parted. It created a disk label without prompting me for
anything. The formatted capacity comes out a bit less than it should be
(17274.674 megabytes instead of 18.2G) and if I go back to fdisk and
look at the disk geometry it appears to be completely wrong (64 heads
instead of 5), but the disk works as far as I can see. (I can create
partitions and filesystems and write to them.)

I can live with this situation but if anyone has any further
suggestions
they would be very welcome.
