Oops, sorry, I didn't noticed it...
No, they have to be uploaded to nonus.debian.org, using
anonymous ftp, to directory /debian-non-US/Incoming.
AFAIK, this is the only way; I think chiark and erlangen can't
be used to upload non-US packages.
