It checks if the old version is >= 2.74 for i386, and >= 2.76
for all other architectures such as alpha.

Now if you install the new init _twice_ without rebooting in between
init will think it's being upgraded from 2.76-1 to 2.76-1 and
happily do an "init u" while 2.75-4 is still running .. so don't
do that :)
