They can be included in debian-installer through a configuration file,
the modules are in the separate package "virtio-modules". I think, just
adding them as requested for ppc64 here [1] should be enough.

I suggest checking out d-i from git [2] and sending a patch to
the debian-boot [3] mailing list. Maybe you can also poke them
to merge the patch for #767487 as well at the same time :).
