I've been seeing the same behaviors with pam_ldap.so and sshd. Making sure pam_ldap.so was disabled in /etc/pam.d/common-session fixed the CPU consumption. Looks like ssh will have to learn how to recognize and react correctly to PAM_IGNORE.
