Currently, administrators who wish to change the startup priority of daemons like ssh need to be modify the stock /etc/init.d script. start-stop-daemon supports some options like --nicelevel (changing the startup priority). One suggestion is to include an add'l /etc/default/ssh options similar to SSHD_OPTS= (perhaps SSHD_START_OPTS=) This could be sourced and included in the start/reload/restart sections of the /etc/init.d/ssh file, before the SSHD_OPTS are included.
