May I draw your attention to: http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=313317 which has been reported upstream as: https://bugzilla.mindrot.org/show_bug.cgi?id=1346 The upstream bug has known a surge of comments recently, mostly saying "this is not our bug". Maybe someone more knowledgeable than me could weigh in there and bring some comments? This is a bug that affects mostly non-English speakers and delays the acceptance of UTF-8 environments, since it makes things harder in a mixed environment (some machines set to UTF-8 by default, some other to ISO-8859-*).
