It'd be great to have a separate package for the sftp-server, as in some circonstances, you may want to have the sftp-server binaries, but you don't need to run the ssh server. Please consider building a new openssh-sftp-server binary so that may be possible. Of course, in all reasonable thinking, openssh-server would be depending on openssh-sftp-server.
