Nothing in policy forbids using -j if parallel *isn't* set; it only specifies behaviour when parallel is set. But you could just have pointed out that it's wrong without trying to use policy as a stick. (The use of -j2 in openssh predates DEB_BUILD_OPTIONS=parallel=*, and I never got round to updating it.)
