I know it isn't the option you'd prefer, but I've uploaded openssh
1:7.3p1-3 with an adjusted Build-Depends ("libssl1.0-dev | libssl-dev
(>= 0.9.8g)") so that it uses OpenSSL 1.0 for now. This can always
