It says "Note that this option applies to protocol version 1 only", so to enable this option you'd need to install openssh-client-ssh1 and to use the "ssh1" binary. Protocol 2 compression doesn't support different compression levels. (Are you sure that you still need this, though? You should be using protocol 2 unless you have absolutely no choice.
