dhelp, dhelp_parse problem

Hi,

while upgrading I often get the following message:
dhelp_parse: can't open /var/lib/dhelp/titles

If I try /usr/sbin/dhelp_parse -r, I get the same message many times.
/var/lib/dhelp/titles is an empty file with write access.

What could I do ?
