I also experienced this bug, in exactly the same situation (upgrading from 2.2r6 to 3.0r0 with the official CD set), and found a workaround that worked for me. I posted a description of the workaround to debian-user, which is archived at:
http://lists.debian.org/debian-user/2002/debian-user-200208/msg01901.html Basically I first ran "apt-get install dpkg", then "apt-get install apt", then reran dselect. Hopefully the nature of the workaround will shed some light on what can be done to fix the bug?
