I don't know whether it is a bug but I had the same problem and solved it
editing the file /etc/X11/Xresources/xterm:
$ diff xterm xterm.old
19,20c19,20
< ~Shift ~Ctrl ~Meta <Key>Home: string("\033[7~")\n\
< ~Shift ~Ctrl ~Meta <Key>End: string("\033[8~")
