Check that /etc/wu-ftpd/ftpusers is a regular file and not a symlink to 
/etc/ftpusers .  wu-ftpd checks its permissions, and for a symlink, they are 
nominally world-writable.  I had this same problem with the wu-ftpd package in 
unstable.
