Aus "man xterm":
appkeypadDefault (class AppkeypadDefault)
         If ``true,'' the  keypad  keys  are  initially  in
         application mode.  The default is ``false.''

Also in /etc/X11/Xresources/xterm oder in ~/.Xresourses die Zeile
xterm*appkeypadDefault: true
