Ik gebruik Lenny, en het commando zit bij mij gewoon in samba-common:
geert...@asterix:~$ which smbpasswd
/usr/bin/smbpasswd
geert...@asterix:~$ dpkg -S /usr/bin/smbpasswd
samba-common: /usr/bin/smbpasswd

Hoop dat dit helpt, misschien lost een herinstallatie van het package
het probleem op?
