Hoe to install PyNomo in Debian

Hello,
I would like to install PyNomo. I installed Python, pip. But using pip the
terminal came with a refusal which I don't understand. Also when looking
around on the web it seems I have to use conda. Also not in Debian.
Any help would be welcome.
