il faut utiliser une dead key, mais je sais plus la syntaxe exacte
bash-2.05a$ cat /usr/share/xmodmap/xmodmap.fr | grep circ
keycode 18 = ccedilla 9 asciicircum
keycode 34 = dead_circumflex dead_diaeresis
=> c dead_circumflex que tu cherches, dead_diaeresis c'est pour les "�"
