Guck mal in /etc/apt/apt.conf.d/20apt-listchanges Diese Option ist dazu gedacht apt-get mit apt-listchanges zu koppeln, nicht apt-listchanges damit separat aufzurufen. Die changelogs kannst du dir unter packages.debian.org angucken, allerdings musst du jedes Paket einzeln raussuchen...
