Okay so ging es habe alles auf unset gedrückt. also LANGUAGE und
LANG. dann habe ich wie andreas meinte die beiden pakete
neuinstalliert.hier der auszug der installation:

nun habe ich mit dpkg-reconfigure locales die einstellungen vorgenommen,
so wie til meinte. aber der fehler war nach einem neustart wieder da.
noch jemand eine idee? habe mal localeconf installiert hab ich hier

Wenn der Fehler danach weg ist, dann müsstest Du mal gucken, wo die
Variable LANGUAGE gesetzt wird, und das da korrigieren/entfernen.
