Wenn die von der security-Quelle kommt, dann kannst du nen Bugreport gegen libssl-dev filen, ansonsten solltest du die entsprechende sources.list-Zeile mal auskommentieren und apt-get zu einem downgrade zwingen, was dann aber u.U. andere Pakete deinstalliert.
