Depois de vc instalar o pacote do servidor telnet (telnetd ou inetutils-telnetd), vc deve ter que habilitar ele em algum lugar (como /etc/defaults/xxx ou /etc/inetd.d/xxx). N�o se esque�a de reiniciar o servico correspondente para ele pegar as novas configura��es.
