Verifique o arquivo /etc/locale.gen
Ex:

depois execute o comando locale-gen:

[EMAIL PROTECTED] /etc]:# locale-gen

pt_BR.ISO-8859-1... done
en_US.ISO-8859-1... done
Generation complete.

e agora tente dar os exports, ou somente o LC_ALL
