O shaper não chega nem perto de ser a melhor solução, já que ele interfere um bocado em conexões que precisam de baixa latência (ssh, telnet...). Talvez reduzindo as queues da placa de rede/modem dê pra aguentar, mas caso contrário, fica ruim (quando o shaper está ativamente segurando tráfego).
