Eu sei que telnet é inseguro, mas aqui é uma rede internet sem nada.
Tem que agregar a seguente linha
telnet stream tcp nowait root /usr/sbin/tcpd in.telnetd
ao arquivo de configuração do inetd ou do xinetd. Os mesmos arquivos
estão autodocumentados, assim que aí verá o que faz a linha.
