Hmm.. sounds like hardware problems. The first thing I'd suspect is bad disks. You might also be having problems with the floppy (head alignment, loose cables, whatever).
Can you write boot disks for OS/2 and use them on your system? Do you have access to any other systems you can try? -- Raul
