Thanks. I reread the lynx.cfg file. Changed the STARTFILE to:

        STARTFILE:file://localhost/location_of_base_file

Lynx now starts up without any arguments. Simple enough. I guess I was
expecting something a little more difficult, along the same line as
installing the 'man' pages, and related man files.
