The files are uploaded into a special incoming directory and only later moved into the right place; even if it were felt acceptable to have all the directories world-writable, it would still be necessary to do this so that people didn't e.g. try to download files which were in the middle of being uploaded or were left behind after an upload which failed half way through. ttfn/rjk
