You should have a look at your /etc/inetd.conf file. Probably your
telnet service is commented out there (the old basedisks installed a
/etc/inetd.conf file with all services disabled). Removing the
comment character should solve the problem (remember to send a SIGHUP
signal to the inetd process (or restart inetd (or reboot))).
