Okay, let me make it clear:

/etc/networks uses the format:
<netname> <ip>
For example:
piqnet   192.168.13.0
c3net    192.168.195.0

/etc/hosts uses the format:
<ip> <name> [aliases]
For example:
127.0.0.1                       localhost               loopback
192.168.13.1                    detlev.webstar.net      detlev
204.251.28.1                    dns.webstar.net         dns
204.214.9.45                    nkn-webstar.nkn.net     router
